Chief Scott marion

Emergency Management Coordinator and Fire Marshal

     Chief Scott Marion serves as the Emergency Management Coordinator and Fire Marshal for San Patricio County, bringing extensive experience, leadership, and advanced professional training to both roles. He holds a Bachelor of Applied Arts and Sciences (BAAS) and maintains multiple state and national certifications, including Fire Service Chief Executive Officer (FSCEO), Certified Fire Executive (CFE), International Society of Fire Service Instructors (ISFSI) Credentialed Training Officer (CTO), Texas Emergency Manager (TEM), and IAAI Fire Inspector/Investigator Technician (IAAI-FIT). 

     Scott serves on the State Firefighters and Fire Marshals Association (SFFMA) District Board and is also now the Training Chief and SFFMA coordinator for the Ingleside Volunteer Fire Department. In his role as Emergency Management Coordinator, Chief Marion oversees countywide preparedness, response, recovery, and mitigation efforts, while as Fire Marshal he leads fire code enforcement, fire prevention initiatives, investigations, and outdoor burning oversight. His broad expertise and commitment to professional excellence support San Patricio County’s mission to protect lives, property, and public safety.

Deputy Emergency Management Coordinator and Floodplain Manager

     Susan Boutwell serves as the Deputy Emergency Management Coordinator and Floodplain Manager for San Patricio County, bringing specialized expertise in floodplain management and emergency preparedness. She is a Certified Floodplain Manager (CFM), a credential that reflects her in-depth knowledge of the National Flood Insurance Program (NFIP), floodplain permitting, and best practices for minimizing flood risks in vulnerable areas. In her dual role, Susan supports county efforts to prepare for and respond to emergencies, while also administering floodplain development and permitting to ensure compliance with local, state, and federal floodplain regulations. Her commitment to professional excellence and community resilience enhances San Patricio County’s ability to plan strategically, educate the public, and manage flood hazards effectively.
